what we count as an incident
Anything that prevents an operator from issuing, revoking, or auditing agent authority for more than 60 seconds, or that prevents the OC Stamp anchor pipeline from confirming envelopes into a Bitcoin block within the published SLA. We do not silently retitle outages.
